Google Play released the Google Play edition of the HTC One and the Galaxy S4 but it is not shipping until July 9. It is unlocked but only for AT&T and T-mobile. Google announced at Google IO that they would sale them but they were not available yet but they still should it on the GS4. I think this is a great idea but make available for all major carriers.
